どんどんとビジネスは国境をまたいで実施されるようになってきている。

大規模な多国籍企業（large multinational corporations, MCNs)は、他国での
オペレーションの長い歴史がある。また、より小規模の企業が初めて海外進出を
目指してそれに続こうとしている。グローバル市場を目指すこうした諸企業の間
で、いやおうなく緊迫した競争が続けられている。
多くのこうした状況下では、マネジャーは準備なしに倫理問題に直面すること
になる。これらの問題には、ビジネス標準のdiversityがその根底にある。ま
た、文化や生活水準の違いなどさまざまなことが原因となる。
参考文献は米国のBusiness Ethics 学会の前会長 past presidentの著で第5版と
なる代表的なこの分野の教科書である。
その中では、国際ビジネスでは、まず"When in Rome, do as the Romans do"を
述べ、そこから論を展開している。そして、ガイドラインとしてpp410-413にお
いて、次のようなことを述べている。
１．moral rights
基本的に国際的にみとめられたhuman rights を守ることが重要で、
Donaldson によれば次の10項目がある
1. The right to freedom of physical movement
2. The right to ownership of property
3. The right ot freedom from torture
4. The right to a fair trial
5. The right to nondiscriminatory treatment
6. The right to physical security
7. The right to freedom of speech and association
8. The right to minimal education
9. The right to political participation
10. The right to subsistence
Donaldsonは、これらを地球上のすべての地域で観察するのは不可能だ、特にldc
では、と述べている。しかし、そうした地域も含めて、ビジネスを実施しようと
する自分自身に問うことはできるとしている。
２．Welfare
Richard DeGeorgeのガイドラインを紹介している。次である。
1. Multinationals should do no intentional direct harm.
2. Multinationals should produce more good than harm for the host
country.
3. Multinationals should contribute by their activity to the host
country's development.
4. Multinationals should respect the human rights of their employees.
5. To the extent that local culture does not violate ethical norms,
multinationals should respect the local culture and work with and not
against it.
6. Multinationals should pay thier fair share of taxes.
7. Multinationals should cooperate with the local government in
developing and enforcing just background institutions.
しかし、インターネットによるビジネスはどうなるか？
そこにあってその国と他の国の区別なく、いやおうなく一度にグローバルな目に
さらされることとなる。
